What ICP’s portal actually asks for

UAE entry permits, residency applications and Emirates ID services are filed on the Federal Authority for Identity, Citizenship, Customs & Port Security’s own portal — smartservices.icp.gov.ae — and when a personal photo fails its check, the portal states the rule in one sentence: “Personal photo must be minimum 600x600 pixels in dimension and 1200x1200 maximum, In a square aspect ratio (height must equal width) with minimum 96 dpi”. The Arabic interface gives the same numbers. The photo slot takes .jpeg/.jpg files, and attachments across the portal are capped at 2 MB each. This page has PixFit preset to 1200×1200 pixels — the top of the allowed window, i.e. the most image the portal accepts — with a 1.9 MB ceiling (1,945,600 bytes, under “2MB” whichever way the server counts). At this size the budget is generous: expect maximum JPEG quality with no visible compression. Drop your photo, position the square crop so your head is centred, download, upload.

“Square” is the part every resizer gets wrong

Search for the UAE photo size and the top tools confidently prescribe 300×369 pixels, 354×472, 413×531, 43×55 mm or plain 35×45 mm, with caps of “50 KB”, “400 KB” or “1 MB”. Notice what all of those have in common: none of them is square. A 35×45-shaped file — the classic passport-photo ratio those sites produce — fails the portal’s “height must equal width” check outright, and 300×369 additionally sits below the 600-pixel minimum. The numbers those pages quote describe old channels or printed photos, not what the application portal checks today. As for “96 dpi”: for an uploaded file the portal can only reliably measure pixels — get the square 600–1200 window right and the dpi line takes care of itself. If the upload screen in front of you states different numbers, the portal wins — over resizer sites, and over this page too.

What happens after you hit upload

The pixel window is only the first gate. The portal re-checks every personal photo on its servers: genuinely low-resolution or blurry sources are bounced with “Please upload more clear resolution image”, an image-content check rejects files that aren’t actually a portrait, and an ICAO-compliance check reviews the photo against international ID-photo standards — in some flows the portal offers back an auto-enhanced version of your photo that you can accept or decline. Two practical consequences. First, start from a real head-and-shoulders portrait in even light — PixFit fixes pixels and bytes, not composition. Second, don’t upscale a tiny photo to 600×600: the server’s clarity check sees through it. If you’ve applied through the portal before, it may auto-fill the photo from your latest record — you can keep it or replace it with a fresh compliant one.

The style rules, from ICP’s own spec sheet

ICP publishes a “Personal Photo Specifications” sheet (ICAO-based) on the same portal, and its service manuals repeat the essentials: the photo must be no more than six months old, taken against a plain light background — the manuals say white — with your face taking up 70–80% of the frame, neutral expression, mouth closed, both edges of the face visible, no shadows on face or background, and natural skin tones. Glasses must not have tinted lenses or frames covering the eyes; head coverings are permitted for religious reasons only, with the full face from chin to forehead clearly shown. The square crop on this page makes the 70–80% face rule easy to judge — drag the crop position until your head sits centred with a little air above it.

The rest of the attachments: 2 MB each, and two quirks

Supporting documents across ICP’s smart services upload as .jpeg/.jpg or .pdf, maximum 2 MB per file — and the portal also budgets the application as a whole, so there’s no room to waste bytes. Two quirks worth knowing from the portal’s own configuration: the passport copy slots accept JPEG/JPG only — not PDF — so photograph the passport page and fit it here (type a size like 1600x1200 and a 1.9mb target; check the machine-readable lines stay crisp); and applications linked to MOHRE work permits cap those document slots at 500 KB, a quarter of the general limit — if a document bounces well under 2 MB, that’s usually why. A scanned document that lives in PDF form already? The compress-a-PDF-to-500 KB page gets it under the tighter cap in-browser.

Privacy — and one honest scope note

A residency photo travels with your passport number and Emirates ID details, so it shouldn’t detour through a resizer’s server: PixFit re-encodes entirely in your browser, nothing is uploaded anywhere, and the re-encode strips EXIF metadata (including GPS) as a side effect. An iPhone HEIC drops straight in — the output is a portal-ready JPEG. One scope note: applications routed through Dubai’s GDRFA channel follow that portal’s own rules — read its upload screen rather than assuming these numbers carry over. The same square 600–1200 window also happens to be exactly what the US DS-160 visa form asks for — see the US visa photo page — and Gulf neighbours differ wildly: Saudi eVisa wants 200×200 at 5–100 KB, Oman caps everything at 512 KB, Qatar Hayya takes JPGs under 2 MB.
